Are you trying to login using the same user account or different user accounts?

If it is the same user account, you need to do this:
Go to administrative tools | remote desktop services | remote desktop host configuration. In that first page, double click restrict each user to a single session and make sure it isn't checked.

I am allowing multiple sessions from the same user, but I have multiple users anyway. It doesn't work either way.

Ok you should be able to allow multiple sessions from 1 user if you follow the steps above.

also, I found this site which you can check out that details the steps in configuring RDP for 2008 R2. I'm not saying you installed it incorrectly but at least you can look it over to compare.

Thanks. I will take a look. I would LOVE to find out I configured this incorrectly. It's driving me nuts!

I'm currently using windows 2008 r2 RDS as well in a clustered configuration with the RD web access.

Check this

Terminal Services Configuration -> RD Sessions Host Configuration -> Edit settings

Check Under licensing

Remote Desktop licensing mode Per User
Remote Desktop license server Make sure your license server is added

Click on Licensing Diagnosis it will tell you if your licensing is installed properly.
