I probably would start to look at the re-wire. If you are already experiencing some issues with the current wiring then it may only be a matter of time before you see further issues. It may be worth the time and effort to sort the cabling out now and then purchase a cable tester to ensure that the new cabling is upto scratch. Then you have eliminated this when other faults occur so you can hopefully then get to the root problems more quickly and efficiently.
I would look at getting a Quality Assured cable tested as this will also measure the speeds that are recommended through the cabling, these are still reletivley cheap. (dont go for the Certified Testers as these are a lot more expensive. Quality Assurance will do pretty much the same, just you cannot Certify the cable speeds).
Hope that last bit makes sense ?
If you want a suggestion for a cheapish cable tester i have the specs of one we were looking at where i work which i can post the details of when i am back in work on Monday

Oh, just remember;
CableIQ from Fluke Networks was the thing we were looking at. It will also spot problems in the cable (nails through, etc..) and will tell you the distance to the problem.
We didn't go for it at the end because we have a cabling contractor who does all our cabling and if there are issues with this then we just get them back to rectify them.
I have seen a demo and CableIQ looked really good. Don't know if anyone else has some good suggestions ?
