it is a normal host, not a firewall(10.0.30.2) and 10.0.30.1 is the gateway.

Windows Firewall blocks ping requests so try disabling the firewall and giving it another go.

This is a easy question. Dont stick with it any more.
The reason is the ICMP request can be correctly response by the destination. Maybe software firewall, hardware firewall, etc.
