Yes this used to be the case but now with Microsofts "Trust Worthy Computing" and Windows Server 2003 i think that this statement is incorrect. I would agree that with NT you are probably correct but Windows 2000 started a move in the correct direction and Windows 2003, well, its the most stable Windows Server that i have come across.
We are running Windows 2003 Active Directory environment, scaled across over 50 sites which is very stable. DHCP Running on every site and we have not had issues.

windows is not a reliable network operating system for server, and dhcp is is highly unreliable . if you are using 10-15 systems or less, you can configure a linux box as a gateway and assign ip address statically on the clients.
