My server is the gateway conecting from a modem which has two LAN cards , one to the modem and the other using DHCP to assign ip address automatically to the other clients .

Is this setup works without any issues before this? if so, I Hope some of your Systems / Clients may infect with virus. Those systems are broadcasting the unnecessary packets and it creates the Collision / conjustion in your LAN network.
Try to find out the infected system. you may follow the below steps but I hope its bit difficult / time consuming steps.
1) Shutdown everything in your network (Server / Client Hub r Switch and MODEM)
2) Turn on Server, Switch / HUB & MODEM
3) Try to surf from server for some time.
4) Turn on first 3 Systems and surf from that
5) do the 4th Step repetedly till the last system. if any of these systems broadcasting then you may find out easily and remove that system from the LAN.
