The DHCP service is running only on SBS 2003.
SBS 2003 itself won't allow us to use DHCP either on W2k3 or Router.
Is there any other method to find out the issue, because all other clients are getting their IP properly from DHCP.
How to troubleshoot the DHCP database.

You still didn't answer my question about hooking up the Windows Server 2003 (client machine) to a standalone router and seeing if it is able to acquire an IP by DHCP.

yes, its essential to know whether that machine can obtain an IP address from any IP registering device, namely a router. if it is not able to accept an IP address from a IP alloting network device, you should get the DHCP components checked on that machine. as advised earlier by me, you are looking into the aspects of getting your DHCP reinstalled onto that client machine
