I came here a bit late, u could have edited the following file, it ues HTML / javascript.
C:\WINDOWS\WEB\Folder.htt
This file decides how your my computer / explorer looks.
Edit with Notepad and see the power you get. Its awesome.
Edit the other files in the Web folder to change Windows completely.
