Windows FTP home directory question

Does anyone know if you can share a home directory between different users? This is on a stand-alone server, W2K3 Standard. I setup two local users and gave them the same home directory, but when I connect with the second user it logs into the parent directory.
Example: home directory for both users C:\inetpub\ftproot\test
First user I created will log in through an FTP client and land in the above directory. When the second user logs in, they land in c:\inetpub\ftproot.
Appreciate any input.

Go to the test folder right click properties select sharing -> advanced sharing -> select permission give full access to the second user.
