ip and mac communication in Lan envormnt

I mean it is possible at the design level of the TCP/IP protocol not at the implementation level.

this will result in a reduced functionality of the protocol when it is made to operate with mac addresses only when operating at switch level.

I just figured you were talking about some sort of PRE-TCP/IP configuration like DEC-NET that has gone and died.
