Roaming profiles issue

"They" are the profiles. "copy " and "change" are the soft buttons.
I am looking in the system properties advanced tab under user profiles.

The users for which the profiles are working, they are set to roamong and I have the "copy " and "change" active.
The users for which te profiles are not working, they are set to local, and the "copy " and "change" and not active.
What exactly do you mean by this? What do you mean by "they are set to local"? What's "they"? You also said "and the 'copy' and 'change' and not active." What's "the"?

Can you post the exact error your getting. Does this happen on any machine or are you using roaming profiles for a terminal server environment?
If its only one machine delete the registry info for that one user.
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList
You'll have to look though the folder list to find the right user. Since it doesn't list the username for each folder but the sid number.
