Ping test Fails eve NIC is UP

Why not take the simpler aproach. Replace the NIC. Does it make any difference? Than take it from there.

here is my ping test result. i got it from here whoisxy
Pinging cooltamil.com [64.64.4.118] with 32 bytes of data:

You mentioned a corrupt winsoc this is possible.

Fix Winsock Manually on Windows 7

1. Open up the command line utility and enter:

netsh winsock reset catalog (resets winsock entries)
netsh int ip reset reset.log hit (resets TCP/IP stack)

2. Reboot your PC
Id run cmd.exe as admin to do these steps tho.
