I thought it was odd as well, but what are the chances that someone went around and manually changed 20 computers to Preprinted paper from Plain?
Also, I'm not sure if it makes a difference but these are second-level preferences (not sure what to call them). What I mean by this is I click Start=>Printes=>Printer Preferences. This displays the normal Windows preferences, then I click 'Preferences' again from this screen. This appears to be the HP preferences that are installed with the driver.
I just got word that all the computers reverted back to the Preprinted paper setting after I manually changed them all to Plain. Weird...

More on this issue:
The settings must be stored on the server profile and not locally per machine. I'm not sure if I mentioned this earlier, but all the computers are logged into with same username and it is a roaming profile.
I just went and manually changed one of the computers, rebooted, and checked the setting and it was back to the previous setting.
I need to check the status of the mandatory profile and see if I have the GPO setting that says something to the effect of not lettings settings propagate to the server.

I checked the GPO settings and the 'prevent profile changes from propagting to server' was enabled. This is why when I changed the settings manually, the settings reverted back after a reboot. (If my theory is correct).
I will have to change the profile back to a .DAT and allow the changes to propagate to the server.
I will let everyone know what happens.

That'll be it then, these settings will be stored under the users profile so if they are roaming and its the same user thats logging onto the machines then that'll be why

Well, upon more investigation I found a mess of problems.
I have two shares on the server. One called 'profiles' which stores the roaming profiles and one called 'users' which holds the redirected folders.
This is what I found. I have a GPO setting that setup folder redirection for the Lab login, but I have no folder in the users folder to hold the Lab's redirected folder! I noticed this because I renamed the index.MAN to index.DAT and it took forever to login and gave me a default desktop. I was confused at first, but when I renamed the index.DAT back to index.MAN eveything worked.
It appears that if I have a mandatory profile in the 'profiles' directory it overrides the redirected folder? This is the only thing I could think of. It seems if I remove the roaming profile, the computer searches for the reditrected folder (which doesn't exist) and timesout and displays a default profile.
I removed the GPO for folder redirection and recreated the MAN profile with the default printer settings. This seems to have solved the problem (for now).
I am still unsure as to how the setting was changed in the first place. Most likely cause by the confusion between the roaming profiles and folder redirection.
