WinXP Home isn't built for a domain environment and so may not even have group policy capabilities. (correct me if i'm wrong)
msconfig must be "installed" on WinXP Home. (not really installed. Just need to drop the msconfig.exe file into system32, and that file can be found if you type "msconfig" in Google).
