I agree with Smurf. Having the OU structure more organized it the way to go.

Create an ou and apply this policy to ou only. Put all users in this ou

I was on leave for the last two weeks. I wll test by using your suggestions and let you know.

Enabling active desktop is not going to improved any security..
But as part of ISO 27001 (Information security Certification) all the desktops should have common wall paper.

I agree that it will make your AD much easier to troubleshoot if you seperate Client PC's from servers/DC's into seperate OU's.
But why is it more secure to disable the ability to change wallpaper?
