A couple of questions to clarify the situation. You mentioned that 21 people used the PC and only one profile had this problem.
1. Do the 21 people each have DIFFERENT user accounts on the PC?
2. If so, do the mailto: links work properly on the other user accounts?
3. What is the value of the following Registry key in the Fire Chief's account:[code:1]HKEY_CURRENT_USER\SOFTWARE\Clients\Mail\[/code:1]

1. yes they have different user accounts on the PC.
2. they work on some of the user accounts, not all. WHen I create a new user account and setup a mock e-mail account in outlook it does NOT work.
3. one acount that works has NOTHING there, none of them had anything there.
