Yikes,
Most people like to work it the other way around. I haven't figured out an export feature for you yet, but what you can do (and this is a bit of a hack) is to setup an IMAP server, let Apple mail recreate the folders and mail, then point Outlook to it and let it synchronize.
Other than that the Apple mail format looks reasonably similar to a standard UNIX mailbox. Perhaps you can investigate some migration tools from there.
