why are many ISPs inconsistent in developing countries was created by sose
in the developing world most of our ISPs are very unreiable . kid of a bad business I think

I guess the ISPs are themselves "developing"...

Yes, I've noticed that here in Kuwait, for 3G based ISPs. The actual throughput at critical hours used to drop way beyond the commited rate. They seem to have fixed it in recent months.
