There are various other packet crafters for Windows.. though I'm sure there's a port of hping.. maybe for cygwin.
Otherwise write your own in C under Windows 2000 and XP you have raw socket support..

I'm married to C, but PERL is still my mistress...
All my first socket programs were done in PERL.. I remember writing a little finger and POP3 client. *nostalgia*
Btw for everyone who doesnt know, hping is a packet generator.. it allows you to create packets with absolutely any option you want and send them over the wire. Its a great way to learn networking and reproduce different situations.
