IPCop with Cop+ Content Filtering over VLAN's / Mutiple Nets

I am using IPCop with Cop+ for content filtering, and I am trying filter 2 networks using one box.

Lan | Lan that I am trying to filer 192.168.2.X
The filter works over the 192.168.0.X network, but as a managed client, I can't get a layer 3 switch. It's two buildings across the street and they didn't want to pay 48,000$ just for the permit to dig a trench so I run a frame circut (pvc) to the primary net. Is it possible to use just one IPCop box for the filtering or do I have to have a second one on the 192.168.2.X network? I have traffic going through IPCop for both nets (setup in routing tables) and it almost works, https sites aren't getting through. Any help with this would be appreciated.
