What you probably mean is the switch fabric which is the capability of the backplane to pass the maximum load without losing packets. For example, if you have a 24 port 100Mbps switch. With all ports running full load at full duplex, you would need a switch fabric of 24 ports X 100 Mbps X 2 = 4.8 Gbps.

On a router it does function much as the motherboard of a PC, it contains the cross-point switch and every trace to every I/O port, processor, asic, module/card and memory module.
