Ext IP Address..

I have here a workstation with an external IP of 203.x.x.5 when am doing a tracert. I have download add-ons somewhat like network meter on same PC , but this time it monitored my external IP differently ,203.x.x.4. Could anyone give me some ideas on this scenario?

Do you have a block of external IP addresses from your ISP?

Sorry., I had just clarified a while ago.The resulting IP during tracert is the interface public IP while the resulting Ip seen on my network monitor application is our public assigned.
