When creating a user account that only needs to connect to the remote access VPN in order to connect to the internal network...
Is there a privilege level they need?

Nope.
How are you creating users? RADIUS or Local Auth?
As long as you have told the ASA what type of Auth to use for VPN/SSL VPN connections it will either look up Radius or Local.
No privilege required.

I am doing the authorization to a local user account. I can create a user with a priv. level of 0?

yep since privilege levels are only needed to manage the ASA but not for VPN.
