A network administrator had decided to borrow 4 bits for subnet masking a class C network. How many useable subnets will be available if ip subnet zero is configured ?

Borrowing 4 bits gives you 2^4 = 16 subnets. And since ip subnet zero is used we don't have to subtract the first (zero) subnet. So the answer is 16.
