I have test beds in the 172.16.110.xxx series and my server has a ip of 10.13.221.xxx.. what and which are the best ways to have connection between them????

You need a layer 3 device doing inter vlan routing.

As m2r007 noted, you will require a layer 3 switch that will perform the routing between the two networks.

The same result can be archived with a server or router that will need to exist in both logical networks simultaneously so it can perform the routing.

I'd also suggest you take a quick look at our article covering subnet communications and routing to help give you a more graphical view of the above suggestions:

pcs in ip addr range 10.13.217.xxx can access the test beds but not 10.13.221.xxx ...........r they in diff subnet?? or Access list blocking???

It would help of you could give us more details about your network. What router(s), subnet-masks used, how they are connected.
