Master and Backup browser issues

Hi Guys
I am having issues with the master and backup browsers at work this is the first time i have encountered this issue truth be told im not really sure how they work. The event id's are 8021 and 8032 i have looked into some tech articles and tried quite a few fixs. The DC's are w2k pro we have aronund 30 servers which have win 2003 which run citrix now these boxs crash and the logs are more and more having these logs. Now one thing i have noticed is that the master browser is always changing so there is always forced elections.Im beginning to think that there maybe an issue with the VLAN congfig on the switches however at the moment we are looking for a cisco engineer.So we cant really check that.
I have checked the microsoft site and can rule out multihomed NIC's, subnet settings, reg settings,loopback adapter settings and wins configuration, and also connectivity stabiltiy i have checked other things that i cant quite remember.
Now I did read somewhere that for every subnet you need a master browser set up for every (i think 30 machines) if this is true then is prob the problem as i know the network is not configured that way.
Can anyone point me in the right direction as i really want to nail this issue. Oh I also ran netdiags on the servers and everything came up trumps
