Computer prob

Dear friends
when im switch on the PC only the monitor is blinking
no beep sound producing
its AT computer
windows98 operating system
wht are the possible cases
is it prob with motherborad
or BIOS
if its prob with motherboad wht i have to do
how can i change BIOS
is it possible change BIOS only
plzz help me

its ok
PC boot up
its the prob with SMPS Ans CMOS
When i change both its workign fine
Now some one tell wht is the reasan for the failure of them
coz of ant voltage prob

Ahh I was just gonna post that it must be the SMPS.. if theres some other error, you'll get a certain number of beeps which is a code to the error..

Some hardware guy please post what all the beepcodes are.
