I have never come across this, are you seeing this in your network or is it just a question ? Wondering if you have seen it in your network, what ports is it going to as this could help identify the application/program ?

i am just not sure about this, neither did i see it in network. i also think that a packet like that is invalid, any network equipment, firework etc, can drop it.
