Having an argument with a friend, we got asked a question, i'll trim it down to the bare minimum required.

You require 1024 USABLE hosts per subnet.
What subnet mask would you use?
The argument: Can this address be treated as a Class A address in order to gain more than 32 subnets (30 usable)?

In Classful, the IP 138.0.0.0 falls under Class-B. N.N.H.H
To have 32 subnets, you would borrow 5 bits from third Octet. This will leave 11 bits for the Host.

Resultant Subnet Mask = 255.255.248.0
