Well, never had to do this before to be honest. Wonder if the Cntrl C is like a break sequence in the boot up like on a Cisco Router ? If so then you could try the Break Sequence that corresponds to the Telnet Client you are using;
www.cisco.com/en/US/products/hw/routers/...186a0080174a34.shtml has a list of popular apps and what the corresponding sequences are
Hope it helps

Cisco Suggest the following steps to reset the Cisco VPN Concentrator password.
Step−by−Step Procedure
Follow these steps to recover a password:
Connect a PC to the VPN Concentrator with a straight−through RS−232 serial cable between the
console port on the VPN Concentrator and the COM1 or serial port on the PC (Cisco supplies the
cable with the system).
1.Start a terminal emulator (HyperTerminal) on the PC. Configure a connection on COM1 with portsettings of:
9600 bits per second ¨
8 data bits ¨
no parity ¨
1 stop bit ¨
hardware flow control ¨
Set the emulator for VT100 emulation, or let the emulator auto−detect the emulation type.
2.When the Concentrator boots, and after the power−up diagnostics check is complete, a line of three
dots (...) appears on the console, a sample of which is shown here for reference. Press Ctrl−C within
three seconds after you see these dots. This displays a menu that lets you reset the system passwords
to the defaults.
Boot−ROM Initializing...
Boot configured 128Mb of RAM.
...
Loading image ..........
Verifying image checksum ...........
Active image loaded and verified...
Starting loaded image...
Starting power−up diagnostics...
...

I am guessing you are following the document suggested by Dove and that you are getting to the Ctrl C portion and its not working ?
Do you not have a SmartNet contract with Cisco ? It may be best to contact them direct if you have.
Unfortunately i have ran out of idea's on this one.
Cheers

The information from Dove is where I started and got nowhere. Unfortunately, I'm new in the org and have found that the previous admin let the Cisco agreement run out so I'm looking at doing a one-time call.
