Hi,
Another thing to check is the upstream bandwidth each site has. If the offices have ADSL then the max upstream bandwidth will be 1mb/s however is more likely to be 256 kb/s or 512kb/s
If they have SHDSL then they will have either 2mb/s (unbonded) or 4mb/s (bonded/paired).

Point-to-point VPN or Point-to-Multipoint VPN can do the trick for this scenario.I have worked on Linksys BEFVP41 VPN router and it allows you to create 70 tunnels .Its a cost effective solution(approx 160$ ) as compared to Cisco's VPN Concentrator or PIX .Check out below sites

It has 1WAN port( ADSL modem's cable can b plugged into it)
and 4LAN ports so tht other pcs can b connected .
