The reason:
It is mentioned that this topic speaks about Q-in-Q . However it discusses vlan tagging that is 802.1Q ( shortly called .1Q tagging).
Q-in-Q aka vlan stacking or .1Q tunneling which is used in edge switches in ISP end to provide enhanced vlan communication to a particular customer and the same customer in another location. (Q-in-Q is used in MANs).
