I've been in a similar situation and after looking around for a long time, I found nagios which is an excellent tool to monitor any IP device that supports snmp. You can set alarms, alerts and notifications via email, sms e.t.c and much more.

Check this open-source product at www.nagios.org

As I have been finding, MRTG is a pretty awesome tool for monitoring all my SNMP enabled devices. I had used the ported windows distro but it is very limited in scheduling. The Linux/Unix distro is rock solid and is easy to tweak.

FireDaemon (lets you install services on windows, $25/PC)

Hope these help.
