Conflicts happen when you have 2 or more PC using the same IP. When you set a static IP on a PC, but that same IP was previously leased to another PC by DHCP, the conflict happens.

DHCP is still disabled on my router. Not going to reenable it but could anyone maybe tell me how? out of interest? the conflict i keept getting is the starting IP i choose is either invalid or is not on the same subnet

I'm glad it's fixed for you anyway. Just bear in mind for the future as S0lo says that if you're stayiong with fixed IP addresses then you've got to keep track of them and avoid duplication
