Road = government property... therefore it stands to reason that if you were planning to go digging up the road to lay cables you would have to inform your local telecom or municipal authorities and get permission.. not to mention you'd want to put those cables somewhere where nobody else might dig them up... you don't want the gas people running a backhoe over your nice fibre do you ? In fact thats where the networking term 'backhoe fade' comes from.

This is a rather random question.... you can place a cable anywhere you have permission to.. and where / how you'd get permission is really a very locale specific thing isn't it..

Are you sure you got your instructors question right ?

In the case of wireless networks there are also regulations concerning the physical layer of the network, the transmissions. These regulations may vary from region to region, depending on national/international laws and committees but in general they conform to FCC's policy as the minimum strictness applicable policy.

In the US there are regulation and laws that may need consideration, sarbanes/oxley for one...HIPPA and other industry specific laws as well.

I don't think that's what they are asking although I could be wrong.

A scapegoat is often as welcome as a solution...never memorize what you can look up.
