Hi there,
The Arp Time-Out and the Ping Time-Out are different. The ARP is a local cache on a machine (host), switch, firewall, etc... which has a mapping of IP Address to MAC Address so that communication on Layer 2 can occur.
The Ping Requested Timeout just means that the Ping program has sent an ICMP Echo request and didn't receive a ICMP Echo Reply within the expected time frame, therefore the host you are pinging isn't accessible (either it isn't switched on, cannot route to it, cannot route from the destination back to where you are sending the ping from, something is blocking the ICMP traffic).
