If This user is deleting the cache... etc by means of the usual "Internet options" in the "control panel"
Then you can disable that by disabling the "General" Page in the "Internet options" via a GPO or directly editing the local Group Policy.
To do this type gpedit.msc in the command prompt. Browse to "User Configuration | Administrative Templates | Internet Explorer | Internet Control Panel". Then disable the general page from there.

Yes, As S0lo said you can control it through GPO. But if the user having well knowledge about the system then he can clear everything manualy.....!!!!
There is a way to avoid the manual deletion too.....
we can do this by assingning the folder access permissions to the respective folders like Temp and History folders....
To do this follow this steps..
1. Open the properties window for the respective folders
2. Go to Security
3. Click Advanced
4. Click Effective Permissions
5. There disable the option "Delete" & "Delete Subfolders and Files"
6. After this who are all doesn't having the permissions to delete thos will not able to clear the cookies, history and what ever its on that folder....by manualy or through internt options.
