What OS's are you running?
If your Router is not very busy, then I assume that your firewall is not, either (assuming the firewall is just behind the router).
If only 1 or 2 out of 300 are complaining, I doubt it is a networking problem. Sounds more like an application problem. What are the couple of users that are complaining doing at the time? What applications are loaded?
As you say, what do you mean by speed. That doesn't mean much until you know what they are alluding to (as you say).

One usually finds that when cheque signers find the network slow, the 'network problems' can be solved with a quick defrag and removal of all the junk they have running at startup

The number of times 'the internet is so slow' directly translates to 'internet explorer takes 25 minutes to start' is amazing. I don't know about your company, but in most places, the cheque signers wouldn't notice the difference in speed if you took them off that t1 and put them on a 33.6 dialup

If just a couple of people are complaining and they all are on the same subnet, run a quick traceroute and see where you're losing time. Alternatively, use the rather neat but not very well known
'pathping' command which comes with xp (and probably 2k). Its like traceroute and ping got together for a late night coffee at her place

Thanks for the input. The defragging has begun and the <rant> is right on the money. I have found that the DNS setup here is less than desireable and have started taking steps to correct that issue. I am also adding a proxy server to the mix.

Hehe tell them you can really speed up the network and save on maintainance costs of the DNS server.. all they have to do is remember the ip addresses of every site they want to go to... or if they're power users they can map it in etc\hosts.

If you've done all the above and think you have definitely pinpointed the bottleneck to the FB1000, you can also try upgrading the firmware, although you do have to be a registered user.
With the Watchguards especially their SOHOs, they were experiencing buffer overflow so apart from having to reboot a firmware upgrade was the only option.
