Which is the better product to acquire(CISCO or 3COM) in a 250 user LAN environment having remote access to data & application if the price is not a factor, why?

Ooh. Always difficult to answer questions like this. However here goes..
If price is not an object then I think what you are asking is technically and operationally which is the best range of switches. If that's the question then Cisco has to win. They implement a mammoth stack of features, they do it in a standard way so you'll get familiarity with the wider world of Cisco products, they are incrediby flexible in deployment, they perform very well and they're the market leader by far so a safe buy to recommend. Having said that, the 3Com kit is effective and more than adequate for your purpose too. I have no axe to grind here - my primary skillset was 3Com until I had to move to Cisco. And there are cases where you might not want/need all the complexity of a Cisco box and a simpler (and cheaper) device would be the way to go
