I would start by enumerating the problems (if any) that your facing in your network. Place priority wise, from the most important to least important. Then attack the most 3 important problems first. The devices/software you buy should tackle those problems.
If you have no problems at all, list what improvements do you or your boss would like to see in the near future. Base your purchasing on those improvements.
