I think as a network engineer you can specialise in VOICE

Yes, I would assume when you specialize in voice you would deal with VoIP technology. You can get CCNA-VOICE or CCVP or CCIE-VOICE. You would deal with PBXs, IP Phones, Call Manger, Unity Voicemail, Unity Express, Call Manager Express, etc.
