router configuration and subnetting

The IP is what ever the ISP assigns for you, For ADSL, In many cases it's dynamic via DHCP. Your router will get it's IP automatically from the ISP. Or it could be static, were your ISP manually configures your ADSL/router the first time it was installed to you.
Simply speaking, if you are already connected to the net, you already have an IP assigned on the that edge router.
If your not using ADSL, I don't know much about Cable/TV or other WAN services, experts here might help you.
It would help if you post an image of your network topology along with your assigned IPs, that way we could understand it better.

solo.yes i wanna ask you one question.........my router must connect to external network like isp......like u said.so which address could be best to use on the routers serial interface .......

these department is remotely connect to network via router... i need to perform vslm on which subnets address ? and also i need to advertise the addresses
