Trouble connecting 2 lans

The routers are physically connected to each other. These Lans where in place when I started one is our corporate lan and the other is used by maintenance for machines that need static IP's for reporting issues.
The corporate LAN is 207.209.136.0/24
Router: 207.209.136.247
The maintenance LAN is 169.254.1.0/24
Router: 169.254.1.100
The routers are both running rip. I have setup static routing tables on each of the routers as well. I set a static route on my computer to go to 207.209.136.247 when it need information from the 169.254.1.0 network but I get a Destination Net Unreachable message when I try to ping the maintenance network.
Any help would be appreciated.
Are the router interfaces that are connected together on the same subnet?
If they are can you ping each interface ip from each router?
