ip assigning problem

the 'not systematic' here means,
my network here consist of many pc, so, i even dont know where the hub is located, so, if others wants to connect to this network, they either plug it to the existing switch or buy new one then will be shared by another one.
I want to draw the network but this keep me lazy, this building has 5 floor which consist 52 room per floor and also, 2 person per room. but not all room connected to this network.
smurf, i'll try your idea, but,
1. how to check packet congestion
2. invalid ip? example? how can it be a problem?
3. no switch that has ip in our network.
