Sounds like there's a firewall that drops inbound traffic that does not belong to an already existing connection.
I thought that too, we are both public static, but the remote end cannot bring the tunnel up with a ping I have to initiate it from the central office. Strange .
Any ideas on a configuration error that might cause this?

The only thing I can think of is a set of ACL's which prohibit specific traffic from the remote office to the central site;
Are you able to post the crypto configuration and related ACL's here so we can examine them ?
Lastly, have you tried instead on 'pinging' the central site, use a different service e.g telnet to a host located at the central site ? Perhaps icmp is only allowed from the central site to the remote site?
