Yes, that explains it. I was a little confused because someone here said certain jacks allow certain amount of "lines". I think he was talking about the pairs within the cat5 cable.
Yes we do have a PBX. I put in a call into my phone system company and they said that its how they program the PBX and not the wall jacks. They recommended wiring just two pair per jack and leave the remaining 2 pair for later expansion such as fax machines, etc.
