There are probably loads of people that can help ya with this however you have asked such a huge question that covers 3 different tasks which there are loads of courses that cover it in hours worth of material.

Maybe if you split you question down a little and posted them one at a time you may get a better response Have you done any research yourself on this one ? What have you tried already ?

As Smurf said, these arn't things that can be answered in a paragraph or two. Well, maybe port security is but VLANS and Access Lists are huge topics. Try getting hold of either sybex or cisco press ccna books which will go through it or have a look around the cisco web site.
