Recently I contracted with an ISP a two public and fixed Ips Conection.
(IP Numbers have been changed !)
It is an ADSL 512Kb 2Wire Modem-Router Conection!.
1.- My 2Wire Modem-Router Conf.
a.- Broadband : Ip address 224.62.102.195 ; Mask 255.255.255.240; Gateway 224.62.102.193
b.- Modem Router shows : Public Route Ip address 224.62.71.102; Mask 255.255.255.252
c.- Private Conf. Router address Ip 192.168.1.254; Mask 255.255.255.0; DHCP Intervals 192.169.1.64 to 192.168.1.253
2.- It also shows four active workstations:
a.- #1 = Ip address 224.62.102.195; fixed, DMZplus (Here I have my website!)
doing an ipconfig I get : Ip address 224.62.102.195; Mask 255.255.255.240; gateway 224.62.102.193
b.- #2 = Ip address 224.62.71.102; Public (Have my Testing site; No domain name, just Ip)
doing an ipconfig I get: Ip address 224.62.71.102; Mask 255.255.255.252; gateway 224.62.71.101
c.- #3 = Ip address 192.168.1.65; DHCP, Private
doing an ipconfig I get: Ip address 192.168.1.65; Mask 255.255.255.0; Gateway 192.168.1.254
d.- #4 = Ip address 192.168.1.69; DHCP, Private (Here i have my Switch)
Inside the switch : Ip address 192.168.1.69; Mask 255.255.255.0; Gateway 192.168.1.254
3.- I did a traceroute from www.dnsstuff.com to my two public and fixed Ips:
a.- Traceroute to 224.62.102.195; Results > 18 hops; Reached Destination
b.- Traceroute to 224.62.71.102; Results > 18 hops; Reached destination; Hop 17 goes to Ip 224.62.102.195, Hop 18 goes to 224.62.71.102
Questions: Do I have two fixed and Public Ips totally Independent? Why the Traceroute to the second Ip had to pass through the first Ip?
What does that mean? Since I contracted a 512Kb broadband conection, Do I have 512Kb for each Ip or is it shared?
If it is shared how does it exactly work?; this last question relates to my idea that if an ip gets a conection that uses all the bandwidth, the
other ip will not be able to initiate a conection. Or the first ip will release some bandwidth and let the other ip use some bandwidth?
Any Thoughts will be appreciated!!!!.

I'm not exactly sure from your description how your ISP has set the 2Wire up, but it looks like you have one 'real' IP address assigned to the 2Wire itself and your second one is a virtual address presented by the NAT facilites within the unit. That would be why your traceroute for the second address passes through the first one.
As to your second question, your link capacity is 512k whatever you do with it. So if you hit both IPs with traffic you can have up to 512k in total shared between them; it isn't 512k for each IP address independantly

What confuses me is that:
despite all that, I run a testing site at the second
Ip without a domain name. http://224.62.71.102/...
I go to cybercafes for extra testing and everything
points to the idea of having two Ip address.
I run a tiny radio and from one computer to the
other, seems to work fine.
The other confusing thing is that both reach their
destination from outside starting from two different
ips 224.62.71.102 and 224.62.102.195.

P.S. At both computers I have Apache, Php and Mysql
installed and ready to accept conections on two diferent
Ips.

You do have two IP addresses. One is the 'real' address of the WAN side of your 2-Wire box, while the other is being internally generated by the 2-Wire to support the LAN-side device that you have placed into DMZPlus mode. The 2-Wire can do this for several devices - I use one with five public IP addresses - but only if the addresses are allocated for your use by your ISP
