now in my database server when i put ip routing with both gateways it doesn't supports me
plz do not suggest l3 switch
i want my database to ping the target ip from any of either link as my databse keeps on try with primary gateway doesn't switch over to second

Look into HSRP.
You would want to set the 1721 to be the Primary/active router, the 2600 to be standby/secondary. Then set the primary to track the T1 interface. When the T1 is tracked and it drops, HSRP will move the gateway to the secondary router and pass all traffic to that until the primary comes back online.
