VLANs primary goal is to reduce the Broadcast Domain at Layer 2, however if you are looking at Aggregating VLAN across diffrent network, it is possible with the help of Inter VLAN routing.

for example,
lets say there are two department with diffrent Network,

Sales : 192.168.10.1 /24
Admin : 192.168.20.1 /24

All you need to do is assign a common VLAN across both the Networks and configure with a Trunk port for Inter VLAN routing.

A fesible option is to have a Multi layer Switch.
