Now, I'll need you to provide us with the following information:
1) From the router's console, can you ping the cable modem ?
2) From the router's console, can you ping any host on the internet?
3) Can any host internally ping the router's "public" interface (eth0/0)
4) Can any host internally ping the cable modem's IP address ?

From the information you have provided, I'd be almost certain that your problem is you ADSL modem/connection and not your Cisco router.
Can you tell me if your ADSL modem assigns a real or private IP to your Cisco's public interface ?

The Cable modem assigns a name to the route and also a public
IP address. The unusual thing about the router is that when the
Cable Modem is connected to the Nat Outside Interface E0/0 it
is assigned a name and IP address almost immediately. When the
Modem is connected to a PC it takes in the region of a hour to get
an IP address
When the Cable Modem is connected to the Router I can ping the
DHCP Server also both of the NTL DNS Servers frm the terminal
and also the command line in the PC
